Abstract
This project analyzes proposed New York State legislation (S1279A and A1328) that would allow grocery stores to sell wine under a new licensing system. It evaluates how this change could impact the state’s three-tier alcohol distribution system, which has been in place since Prohibition. Drawing on evidence from other states and alcohol policy research, the analysis finds that expanding wine sales to grocery stores is associated with increased market consolidation, reduced competitiveness for small liquor stores, and higher alcohol availability linked to greater consumption and public health risks. The study concludes that maintaining New York’s current regulatory framework better supports small businesses, public health, and the stability of the state’s alcohol industry.
