Abstract

New York State continues to face significant hospital capacity challenges, driven in part by delays in discharging medically complex patients. Many individuals remain hospitalized despite being clinically stable due to limited availability of community-based resources capable of supporting high-acuity needs.  Assembly Bill A.10159 and Senate Bill S.9169 propose the creation of a Managed Long-Term Care (MLTC) High Acuity Stabilization Pool to strengthen care coordination and expand services for Medicaid beneficiaries with complex medical conditions. This policy brief examines the impact of discharge delays on patient outcomes, hospital capacity, and healthcare costs, highlighting the role of MLTC in addressing gaps in post-acute care. By aligning financial incentives with quality performance and patient acuity, the proposed legislation has the potential to improve timely discharge, reduce avoidable inpatient length of stay, and enhance system-wide efficiency. Strengthening community-based care infrastructure represents a critical step toward ensuring patients receive appropriate care in the most appropriate setting.
